TLNA Meeting MinutesMarch 4, 2010 Main Floor of the Lakewood United Methodist Church 2317 Chapel Hill Rd, Durham, North Carolina Present: Olivia Brakenbury, Secretary Adam Brakenbury, Member-at-Large Jonathan Nyberg, TLNA Member Noah Goyette, Neighborhood Resident Amy Winecoff, Neighborhood Resident Steve Hill, Member-at-Large Susan Sewell, Treasurer Todd Twigg, TLNA Member Jennifer Leaf, Vice-President Frances Kerr, President Frances Kerr called the meeting to order at 7:08 PM. A Quorum of Board members was present. The meeting began with a brief introduction of all present. I. Approval of Minutes Minutes for February 2010 were approved by a majority of the Board via e-mail on February 17, 2010. I I.Officer and Standing Committee Reports A. Quality of Life Frances Kerr reported that the Emergency Assistance Program created by the Quality of Life Project is now operating. I I I. Special Committee Reports A. Home & Yard Award Myers Sugg and Frances Kerr will be presenting the award this month to the resident and owner of 2814 Legion Street. B. Bylaws Revisions The Bylaws Committee presented a second draft of the bylaws. Talking points included: · Clarify existing boundaries by including Rock Cottage Court in the list of boundary streets · Clarify Article V, Section 5 The Bylaws Committee will incorporate the additional changes. Susan Sewell motioned that the Board recommend the By-laws, with the additional changes made as discussed, to the membership for approval. Seconded. Motion carried (Board vote 6- 0). The By-laws Committee will write a summary of the changes to post to the listserv and website and include in the March newsletter. The April meeting will include a Membership Meeting to discuss and vote on the proposed Bylaws. The Membership Meeting will be announced in the Newsletter (see IV. Old Business, D. Newsletter). Susan Sewell and Olivia Brakenbury will provide refreshments. Frances Kerr will make sure the normal meeting room is available. Susan will provide copies of By-laws for review at the meeting. Additionally, Olivia will look into procuring a hardcopy of Robert’s Rules of Order. IV. Unfinished Business A. TLNA Membership Directory The Membership Directory has been finalized. Olivia Brakenbury and Susan Sewell will work together to get it distributed to all TLNA members soon. B. Leadership Lecture by Preservation Durham Preservation Durham will be holding a Leadership Lecture Wednesday, March 17 at noon in Bay 7 of the American Tobacco Campus. Bill Schmickle of Annapolis, Maryland, author of The Politics of Historic Districts will be speaking. They are also arranging a breakfast meeting with Mr. Schmickle for partner neighborhoods to attend. Frances will send an announcement to the listserv to see if anyone is interested in attending as TLNA’s representative. [Amended - Date has been changed to Wednesday, March 31. Time and place are the same.] C. Newsletter The Newsletter will be delivered the weekend of March 20th and will serve as the announcement for the special meeting of the Membership for the By-laws vote. Other articles and contributors were discussed and decided. All articles should be in to Olivia the evening of March 11th. Frances shared a letter and brochure that neighborhood associations received recently from the City-County Planning Department. The letter asks us to discuss the 2010 Census at our meetings and spread the word about its importance, including the fact that Durham’s eligibility for state and federal funds depends on population numbers. Susan Sewell motioned that the newsletter include a statement of from the TLNA Board urging citizens to return their 2010 Census. Seconded. Motion carried (Board Vote 6-0). D. Spring Block Party Planning The Spring Block Party will be Saturday, May 1 from 4-8 PM on Huron Street. Frances Kerr, Todd Twigg, Jennifer Leaf, Jonathan Nyberg, Amy Winecoff, and Noah Goyette were appointed to serve on the Block Party Committee. E. Coffee with Council Coffee with the Council is Saturday, March 13 from 10 AM to 12 PM at the Community Family Life and Recreation Center at Lyon Park, 1309 Halley Street (PAC 3). The Board will not be making a statement representing TLNA this year. V. New Business A. Rental Housing Inspection Action Committee (via Andy Balber) The Durham Affordable Housing Coalition has formed a citizen action committee to investigate the idea of a rental occupancy certificate program to enforce standards for rental housing in Durham. Andy has agreed to serve as a point-of-contact for now, but TLNA needs a representative to serve on the Coalition. Interested parties should contact Frances. B. NC School of Math and Science Food Bank Drive On Saturday, March 20 the NC School of Math and Science will partner with the Food Bank of Central and Eastern North Carolina to attempt to break a Guinness World Record for collecting the most food in one place in one day (more than 509,147 lbs). Adam Brakenbury will look into TLNA having a box at the Lakewood Food Lion to collect food prior to March 20, and then ensure the food is delivered between 7 and 10 AM at the food collection site. C. Chapel Hill Street Noise Olivia Brakenbury reported that two complaints have been made on the listserv about bass noise from the Chapel Hill Street homes. Olivia will follow up with the person making the complaints to see if the situation has improved and to make sure the person has the contact information of the residents. VI. Adjournment The next meeting, a joint Membership and Board Meeting, will be held on Thursday, April 1, at 7:00 PM in the basement of the Lakewood United Methodist Church at the corner of Chapel Hill Road and Huron Street.
